Abstract
Intergovernmental organizations (IGOs), commonly known as international organizations, have the main characteristic of being state-centric and closed to citizens. However, today, changes caused by internet and its outstanding expansion are pushing these organizations to reconsider the place they give to citizens. Indeed, if in the past the latter represented nothing more than information consumers and their actions had no impact on international organizations, nowadays internet allows them to create information. With this new prerogative, citizens are able to influence IGOs’ agenda. Hence, it becomes essential for IGOs to adapt to the new social context imposed by the web. This brings us to the emergence of concepts such as “multilateralism 1.0” or “multilateralism 2.0” and most IGOs start opening to the World Wide Web. This research thesis therefore focuses on the way IGOs communicate on the web. The pertinence of the current research comes from the fact that fundamentally, these organizations work in contradiction with the codes of the web. Considering that fact, there is reason to get interested in the effectiveness of their web communication.
