Abstract
In the Wallonia-Brussels Federation, student’s inscriptions to junior high-schools are ruled by the notorious Inscription decree. This decree defines a composite index that must be evaluated for each student in order to assess and sort out all inscriptions when the demand exceeds the number of available positions. The index is based on different criteria, some of which have caused distress within the political and academic communities and among students’ parents: criteria such as distance (“as the crow flies”) between residence and targeted school or even distance between residence and frequented primary schools. If such a metric is easy to establish, there is no guarantee that it is coherent and pertinent; a simple Euclidean distance does not necessarily reflect the actual distance and commute time. Moreover, the four Belgian public transportation authorities (SCNB, STIB, TEC and De Lijn) provide free access insights on their planned routes schedules along with associated geographic data. Such a source of information could easily be used to estimate a school’s accessibility metric which would depend on the commute time using public transportation. This study aspires to use the open access data in order to estimate this metric. Furthermore, our analysis aims to evaluate the quality of the “as the crow flies” metric by comparing it with each school’s actual accessibility defined as a new metric. In order to proceed we’ve assessed the scope of the bias between the two metrics by studying difference in commute times between one another. This study’s final goal will be to offer improvements on the manner of evaluating the composite index in such a way that it harmonises with a family’s needs. This thesis has also been an opportunity to contact political instances to share with them of our primary results detailed in a report dated February 2022. On this occasion, we have had the privilege of discussing potential solutions to implement along with legal aspects to be taken into account. Finally, our study has brought to life a new computational tool allowing comparison between the composite index currently used and our improved solution.
