Abstract
The subject of the present master thesis analyses the decision to allocate funds from the European Union, more particularly DG ECHO, in the field of humanitarian aid to third countries. Few scientific articles concentrate on the factors that guide such decisions to allocate funds or not. It is this grey area that this research explores in order to depict the external factors as well as the internal ones within the EU environment that could explain the amounts given: Factors such as the geographical proximity or the vertical and horizontal coherence could have had a not insignificant impact on the allocation of funds, such research will demonstrate the range of these factors compared to an only need-based approach. To do so, two case studies that are Palestine and Ukraine have been chosen in order to answer the following research question: Under which conditions does the European Union invest in humanitarian aid and why is there a difference between Ukraine and Palestine?
