Abstract
The immigration crisis demanded an urgent and immediate intervention in the European Union (EU). The solution came with a mandatory relocation quota system for each member state, according to which every country was coerced to host a certain percentage of refugees from Syria, Eritrea and Iraq. The Visegrad Group (the Czech Republic, Hungary, Poland and Slovakia) decided to not comply with the Council’s decision. The members of Visegrad Group chose to forge the alliance in that matter, despite many differences among them, and remain in opposition towards the European Union which led to many critics from other member states, i.e. accusing of nationalism, euroscepticism and lack of solidarity within the EU. The purpose of this paper was to try to find a reason of the rejection of mandatory quota by the V4, and answer the following question: Does the concept of Euroscepticism differ between members of the V4 and what dimension of Euroscepticism do they share concerning the decision of refusing mandatory quota? This paper presented two dimensions of Euroscepticism based on already available studies, analyses built on the Chapel Hill Expert Surveys and on the reactions of ruling parties in the Czech Republic, Hungary, Poland and Slovakia. The article proceeds as follows: first, the concept of Euroscepticism is examined providing the analysis of Euroscepticism in the Visegrad Group. Then, the methodology of this research and the Chapel Hill Expert Surveys are laid out paying attention to general party positioning and their stand towards the European integration and EU immigration policy. The empirical analysis shows the main findings and reflects on the inquiry about the V4 attitudes towards the European integration and EU immigration policy. On the basis of the results of this research, it can be concluded that the common dimension shared by all the members of the V4 has been the same restrictive position towards immigration policy. Simultaneously, refused that all members in the Visegrad Group oppose to European integration.
