Abstract
Terrorist acts are committed in different contexts. When committed in peactime, they are prohibited under domestic and international counter-terrorism legislation. When they take place in armed conflict, they fall under the scope of IHL. This study examines how these two different paradigms interact. It then focuses on the regime applicable to the detention of suspected terrorists in NIACs, since it is an area of IHL in which the peacetime paradigm is also very much present.
