Abstract
The creation of the SRRT resulted from a need of Belgian society after the Second World War. In fact, post-war society and repression created a large population of prisoners that differed from the common prisoner. The precarious economic and organizational situation due to the long-term military occupation makes it difficult to deal with this mass of uncivils. The SRRT is founded by magistrates, punctuating penal thought trough the Revue belge de droit pénal et de criminologie, with the aim of developing a new penitentiary approach seen as a continuation of social defense. This approach, carried out gradually, is based on an ideological and moral detoxification of incivics through work, leisure, professional education and social and moral support during incarceration and after release. This approach is considered unnecessary if the desire for amendment is missing. The SRRT served as a laboratory for an adaptation of it’s approach to the common law prison context.
