Abstract
ABSTRACT The struggle to end wars have been a great task for the international, regional and national communities. Some parts of the world like Africa and West Africa in particular were weakened by civil wars caused by bad governance, corruption, growing unemployment rate, ethnic discrimination just to name a few. In the 1990s, the advent of several major events like the end of the cold war, the fall of the Berlin wall, the Baule Conference and the introduction of good governance by the World Bank, led to the creation of several mechanisms to put an end to these civil wars. To these explanations was the case of Liberia; which was our main area of focus. In this line, Liberia suffered serious ethnic tensions between the Americano-Liberians and African-Liberian, this tension transformed into civil coups rendering Liberia bankrupt, poor and underdeveloped. After the signing of the Accra Comprehensive Peace Accords between the rebels of Charles Taylor, ECOWAS and the Government of Liberia, much reconstruction work was to be carried out by the new government in place. This explains the reason for our research topic which entitled “Reconciliation and Peacebuilding in Post Conflict Countries: The Case Study of Post Conflict Liberia, 2003-2021.” After the 2005 Presidential elections, Ellen J. Sirleaf took power as the first female president in Africa and the first president after the 14 years of civil wars. We used qualitative method of data collection, we carried out our research in seven counties in Liberia. We made use of documents like books, press reviews, articles, and internet sources to come to the research objective. The problem we tried to settle out here was that of reconciliation and post conflict reconstruction as a pathway to prevent future outbreaks of civil wars and could yield to strengthen democratic institutions in Liberia. From these questions were the following hypothesis: reconciliation might have contributed to an extend to peacebuilding in post conflict Liberia, the efforts of the actors involved in strengthening democratic institutions in Liberia faces a lot of challenges. Several mechanisms were put in place to reconstruct the country after 14 years of civil war. The very first mechanism after the war had ended was the DDRR program which was headed by the United Nations Mission in Liberia (UNMIL), African Union, Economic Commission of West African States, European Union and some Neighbouring countries.
