- Digitalization has significantly reshaped national frameworks, restructuring economies and governance while redefining societal interactions at a fundamental level. Implementing a national digital strategy presents challenges due to diverse technological, societal, and cultural landscapes. This thesis, grounded in exploratory research examining French Polynesia as a case study, emphasizes the need for tailored strategies aligned with a country's unique digital context. The study identifies critical success factors pivotal for successful digital strategy execution and uncovers a notable gap between strategy formulation and implementation. By synthesizing literature and empirical insights from interviews, this research proposes a practical framework specifically tailored to French Polynesia. The framework offers valuable insights that could potentially benefit countries at a similar stage of digital development, bridging the gap for nations undergoing technological advancement.
