Abstract

Instruments de l’Etat social actif dans une société en crise, les centres publics d'action sociale (CPAS) d'aujourd'hui doivent s’adapter à de nouvelles obligations ainsi qu’à la mise en place d’un fonctionnement issu du nouveau management public. Les assistants sociaux exerçant dans ces CPAS vivent les transformations de la structure organisationnelle de leur institution comme génératrices de tensions et d’incompréhensions, mais aussi comme une remise en question de leur identité professionnelle et du sens qu’ils donnent à leur métier. Ce mémoire, se basant sur une étude de cas, cherche à décrypter le déroulement de cette mutation et à en baliser les difficultés et impacts au travers d’une grille d’analyse inspirée des cités de Boltanski et Thévenot. Instruments of the « Etat social actif » in a society in crisis, the current centers of public social action (CPAS) must adapt to new obligations as well as to the implementation of an organization inspired by the new public management. The social workers practicing in these CPAS live the transformations of the organizational structure of their institution as generating tensions and misunderstandings, but also as a questioning of their professional identity and of the meaning they give to their profession. This dissertation based on a case study seeks to decipher the course of this mutation and to mark the difficulties and impacts through an analysis grid inspired by the models of « cities» from Boltanski and Thévenot.
