Abstract
Introduction: Health system preparedness plays a crucial role during and after the occurring of a disaster. However, in Golestan province, Iran, the level of safety of health facilities is still facing many challenges related to response and preparation to natural disasters. This study analyses and compares preparedness in preventive versus treatment part of the health system in Golestan province in the north of Iran. Methods Golestan province health system resilience has been assessed with the analysis of. Structural, non-structural and functional capacity based on the use of the Hospital Safety Index (HSI) developed by the Pan American Health Organization (PAHO). Particularly the analysis aimed to compare the hospitals with primary health care facilities. Final scores have been calculated with the PAHO Safety Index Calculator. Results Hospitals scored a better level of disaster preparation and response comparing to the primary health facilities. This is due to the better management system in hospitals compare to primary health facilities Conclusion: The results suggest that, despite an ongoing process of improvement, the Golestan health is still facing many challenges. PHC needs to improve as it scored less than hospitals but covers a larger part of the territory in terms of distribution
