Abstract
This research is based on the archives of the Union of Juvenile Judges, which was established by the law of 1912 that created the juvenile courts. The comparison between singular speeches held by Paul Heupgen, judge for children in Mons from 1922, with the practice within his court, through the archives of the latter, constitutes the heart of this project. Recurrent actors emerge in these debates and the topics of discussion are studied. The production of these personal sources from actors, including the judge of Mons, is added to the two other main sources. Finally, the perspective with the scientific literature concerning the history of child protection corroborates the transversal themes discussed at the Union. The identification of these themes and trends specific to the Mons juvenile judge clarify his singular personality, in a context where practices vary according to the generation, the country, or the political orientation and where Heupgen is well isolated.
