Abstract
In 1979, the Japanese Foreign Affairs Minister Saburo Okita : « Japan should offer its aids to China, because the development of its economy would not only contribute to enhance its own export capacities, but also to promote the entire development of the Asian economies 1 ». This declaration has been deliver under the auspice of the first Japan ODA loans program to China, following the re-heating of Japan-China diplomatic relations in 1972, under the Tanaka government and its eponym doctrine aiming at reinforcing the leading status of Japan within its regional environment. In this paper, we will focus on the development of aid regional framework sustained by Japan and China to support the economic integration of ASEAN. Therefore, development issue is a way to testify of the regional integration process in East Asia. In this context, we will question about the Japanese and Chinese aid strategy in their regional environment.
